The Role Test
- Can the role be exercised lawfully and without requiring abuse, corruption, deception, or discrimination?
- Does it provide actual access to budgets, policy, hiring, standards, implementation, or records?
- Can commitments, conflicts, decisions, and outcomes be documented?
- Are there independent reviewers, protected dissenters, and a route to expose obstruction?
- Can responsibility be handed off without making one person indispensable?
Inside And Outside Strategies
Internal reformers can propose policy, influence implementation, preserve records, and identify where decisions actually occur. External journalists, organizers, litigators, regulators, researchers, and affected communities can supply scrutiny and leverage. The two positions need not be enemies.
Inside participation without outside accountability risks capture. Outside protest without procedural access may expose harm yet fail to alter the vote, budget, or implementation. A mature reform architecture links both.
Membership Organizations
Where members elect directors, amend bylaws, nominate candidates, vote on resolutions, or serve on committees, membership is a governance instrument. A dissenting member can create a constituency inside the process rather than leaving every decision to the dominant faction.
The NRA example illustrates the structure without endorsing the organization: eligible members can vote in director elections. A member who wants less partisan or less extreme governance can participate in that election, organize around governance standards, and retain the right to criticize public policy from outside channels.
When Direct Service Is Unsafe Or Unethical
No person must accept a role that requires illegal conduct, abuse, or serious danger. The participation rule then redirects effort rather than ending it: document the barrier, use whistleblower or legal channels where appropriate, support a replacement reformer, organize oversight, build an alternative institution, and preserve a supported handoff.
